This is a photo of a track inspection car Bill Flottmann built for his friend Bill Wehmeier, an MKT (the "Katy" railroad) fan, as if you couldn't tell. Bill used a Masterpiece/Atlas '37 Chrysler Airflow and added flanged wheels (with whitewall decals), Herpa lights on the bumper, a spotlight, and a "license plate" along with a new paint job and decals. There actually was a prototype vehicle similar to this.
